Tenders written for a single candidate

I have been reading tenders for weeks. Some seem open, but they are not. The deadline is far too short. The requested equipment is far too specific. The technical criteria eliminate almost everyone. But in the end, only one candidate can respond adequately.

This is not always illegal. It is almost always organised. I am not looking for scandal in the spectacular sense. I am trying to dismantle the mechanics — this way of building rules that appear neutral but are not.
