The regional fund that always financed the same people

I have just finished an investigation into a regional fund. The projects change names every year. The beneficiaries do not. I found the same families, the same associates, the same consulting firms. The files are technically perfect and that is precisely what should raise the alarm.

My daughter was born recently. I sleep little. But that does not stop me from reading the annexes and the small print at three in the morning.
