Three files, the same intermediaries

I am working on three files that officially have no connection: a port, an energy company, a high-speed telecommunications market.
Yet I keep finding the same intermediaries, the same lawyers and the inevitable same technical advisers. These are the same men who never sign contracts but who always appear just before important decisions.
I cannot conclude. Not yet, at least. In the meantime, I note the names and keep the dates.
